Portland Energy Assessors is a locally owned business. We focus solely on Home Energy Scores; our priority is providing an H.E.S. to the customer in a timely manner with as little intrusion as possible. We understand the distinct needs of realtors, property sellers, and homeowners in this process, and pride ourselves on providing this service as conveniently as possible.
All homes in Portland Metro, Milwaukee and Hillsboro cities listed after January 1, 2018, will need to be scored by a Certified Energy Assessor. While the ordinance does not require any upgrades or improvements, the scores must be made public during the sale; failure to comply results in a fine. A “Home Energy Score” will deliver insight into how efficiently a property uses and conserves energy, and what homeowners can expect to pay in utilities. An H.E.S. report also provides upgrade suggestions to improve the score in order to save money, help the environment and make the home more comfortable. Buyers are able to use this information to compare the homes they are considering for purchase. Why Do I Need a Home Enegry Score?
Being informed that your house needs an energy assessment prior to selling is generally not celebratory news for sellers or their realtors. Luckily, Portland Energy Assessors makes it a piece of cake. Don’t stress, this is simply information you are required to provide the buyer, much like the already required property disclosures. You are not obligated to make ANY upgrades or changes prior to selling.
To support the city of Portland’s ‘Climate Action Plan’ to reduce carbon emissions, all homes listed after January 1, 2018, will need to be scored by a Certified Energy Assessor*. Home Energy Score Report
City Council unanimously adopted the home energy score ordinance Portland City Code Chapter 17.108 on December 14, 2016. The City of Portland Home Energy Score program will begin on January 1, 2018. The ordinance requires sellers of single-family homes to:
- Obtain a home energy report, including a home energy score, from a licensed home energy assessor;
- Disclose the score and the report prior to listing a home publicly for sale in Portland on or after January 1, 2018.
BPS will spend 2017 developing the City of Portland Home Energy Score program, in collaboration with interested stakeholders and partners. Please bookmark this page and check back for notices of rulemaking and other program development updates.
These types of homes and sales are excluded from the Home Energy Score ruling.
- A foreclosure sale
- A trustee’s sale
- A deed-in-lieu of foreclosure
- Any pre-foreclosure sale that is less than owed on mortgage
- Builders using EPS® with Energy Trust of Oregon
*Stacked condos (side-by-side attached homes are NOT exempt)

Here’s a sample of a Home Energy Score. The higher the score, the more energy efficient the home is:
